Francine is spinning off the lower Texas Gulf Coast and is nearly a hurricane. The tropical storm has begun turning north and will shortly begin moving slowly northeast. That track will take Francine toward Louisiana, with landfall likely around lunchtime on Wednesday as a hurricane.
Intensification is expected today and tonight before the system plateaus tomorrow morning. Locally heavy rain may result in isolated flash flooding in the Rio Grande Valley today. Scattered showers are possible across the Coastal Plains, Southeast Texas, and Golden Triangle this afternoon through Wednesday afternoon. Isolated showers will be possible Wednesday afternoon through Thursday morning across the eastern third of Texas, with higher rain chances along the Texas/Louisiana border. Overall rain amounts will likely remain below one to two inches, except this morning in the Rio Grande Valley.

Over the next thirty-six hours, gusty winds over 40 MPH will be possible along the Texas Gulf Coast. The highest chance of wind gusts over 50-60 MPH will be in the Golden Triangle on Wednesday morning and Wednesday afternoon. Minor coastal flooding is also expected for much of the Texas Gulf Coast during high tide cycles through Wednesday. A more severe storm surge, three to five feet above normal tidal levels, can’t be ruled out from High Island east to Sabine Pass tomorrow. Texas will get a glancing blow from Francine, while Louisiana will suffer the total onslaught of a hurricane tomorrow. Rain chances will end in Texas by Thursday morning as Francine pulls away. That’s the only rain chance we’ll see in Texas this week.
Summer will return as we bid our fall preview goodbye. By Friday and through the weekend, high temperatures across Texas will mostly return to the 90s, but some may make it back into the lower 100s. Humidity will also make a rather unpleasant return. Once we get past tomorrow, mainly dry weather is expected through the end of the week across Texas.
